Would it be a NP even with that much miles/kilometers?
and it is not safe to drive it on the road anymore (no APK), so it will need work.

The last time it passed the yearly APK test was in the spring of 2008, so it hasn't been street legal for over 4 years (may 2009). Considering the age, version and condition I fear this is nothing but a parts donor. Still NP though, as interesting cars don't get cheaper than this.

650189 km (404k miles)! Who said Citroëns can't be durable? This one is said to be rust free and the APK transpired in 2013 and not in 2009, so I imagine this is the car with the most potential. It's cheaper too. It will need a new interior though.

I understand the ZX. Those 1.9 diesels are very durable and simple, like the rest of the car. They end up on the junk yard due to an economic value hovering around zero for years and owners who just don't care about the car (just look at it) and basic maintenance. My parents had a BX with that 1.9 diesel around 2000/2001. It was about a decade old then and already at 320k km. It ran absolutely fine.
